The Kentucky Office of Regulatory Relief (“KORR”) administers the General Regulatory Sandbox Program. Created by the General Assembly in 2022, the Sandbox gives businesses the chance to experiment with products, production methods or services by temporarily waiving administrative regulations. The Program allows entrepreneurs to determine if customers value products or services that are not possible under the Commonwealth's current regulatory framework.
If a Sandbox demonstration proves successful, KORR or participants may provide recommendations to the Governor and the General Assembly on eliminating or modifying the waived administrative regulations.
Getting Started in Kentucky's Regulatory Sandbox
Before applying to the Sandbox, companies must first discuss their proposal with KORR for a preliminary determination of whether the Sandbox is available for the proposal.

Sandbox Participant Reporting
Businesses accepted into the Sandbox Program must file an interim report and a final report.
Sandbox participants must use the following online portals to submit their reports:
