FRANKFORT, KY (June 1, 2005)
- Attorney General Greg Stumbo announced today that a Scott
County grand jury has charged a former employee of the Kentucky
Administrative Office of the Courts Drug Court program and
the current Director of the Scott, Bourbon and Woodford
County Intensive Criminal Probation (ICOP) program with
nine (9) counts of theft following a criminal investigation
conducted by the Attorney General’s Kentucky Bureau
of Investigation (KBI.)
Reeves is currently in charge of the ICOP
program which was set up to provide area judges with an
alternative to standard probation and supervision. The ICOP
program is funded by grant money from the state Justice
Cabinet and from the supervision fees paid by probationers.
It is designed to provide treatment and counseling for eligible
offenders in Scott, Bourbon and Woodford counties.
The indictment charges that Reeves stole
approximately $5,700 in supervision fees and other funds
from the ICOP program and other individuals between September
of 2002 and July of 2004, including seven felony counts
of theft of funds over $300 and 2 misdemeanor counts of
theft under $300.
“The stolen funds are administered
by the Community Corrections Branch of the Justice Cabinet,”
Stumbo said. “KBI agents alerted officials of the
Justice Cabinet in October, 2004, of the financial discrepancies
in the drug court and ICOP programs. The Auditor’s
Office has examined deficiencies in the administration of
these taxpayer funds. Hopefully, the Justice Cabinet will
implement needed changes.”
Stumbo stated that Reeves is no longer employed
by the Administrative Office of the Courts but continues
to work for the ICOP program. The Attorney General’s
Special Prosecutions Unit will be handling the prosecution
of the case.
